For 24 years, I’ve called El Paso County home. I’ve watched the quality of life that brought so many of us to this beautiful state steadily eroded by high-density, poorly planned growth. Too often, residents are simply unheard—their concerns are dismissed while property rights, public safety, civil liberties, and our way of life take a back seat to development.
That must change.
Water is the elixir of life—and in Colorado, every drop is precious. I’ll fight to protect our water, preserve safe and quiet communities, defend property rights, and ensure our roads and emergency services keep pace with growth.
El Paso County is worth saving. Our way of life is worth protecting. I’ll fight for the residents who call it home.

Growth should strengthen our communities—not overwhelm them. I'll support responsible planning that protects property rights, respects existing neighborhoods, and ensures infrastructure, roads, water preservation, and emergency services keep pace with growth—not special interests or politics.
QUIET COMMUNITIES
Every family deserves peaceful neighborhoods. I worked with Quiet Communities to defeat legislation backed by the City of Colorado Springs and the Ford Amphitheater that would have allowed cities to override Colorado's state noise law. I also supported the legal challenge to Colorado Springs' approval of a noise waiver that bypassed the protections already in the City's own code.

Our parks, trails, and open spaces belong to everyone. I'll protect them from unnecessary commercialization, preserve wildlife habitat and natural beauty, expand recreational opportunities, and ensure future generations enjoy the same outdoor heritage we treasure today.
RESTORE INTEGRITY
Integrity isn't a slogan—it's a commitment. I'll serve with honesty, transparency, and accountability, putting citizens ahead of special interests. Government earns trust through ethical leadership, open decision-making, and treating every resident with fairness and respect.
LOWER TAXES & RESPONSIBLE SPENDING
Families and seniors are being squeezed by rising taxes, fees, and inflation. County government must live within its means, respect the Taxpayer’s Bill of Rights, eliminate wasteful spending, and carefully evaluate every expenditure before asking residents to pay more.

When the Ford Amphitheater began sending concert noise into established neighborhoods, I stood with residents who believed in their right to peacefully enjoy their homes.
For nearly two years, I have worked with Quiet Communities and affected residents to challenge policies that put a commercial venue ahead of surrounding neighborhoods.

This isn't about being against concerts or economic development. It's about balance. Businesses have rights, but so do the the families who were already there.

Whether the issue is an amphitheater, a data center, industrial development, a giant gas station, or a high density development next to an established neighborhood, residents should not be forced to sacrifice the peaceful enjoyment of their homes for someone else's economic benefit.
I believe government has a responsibility to protect both economic opportunity and the people who already call a community home.
THE SOLUTION: I WILL WORK TO PASS A NOISE LAW FOR EL PASO COUNTY THAT INCLUDES dB(A ) AND dB(C) NOISE THRESHOLDS, DISALLOWS VARIANCES AND IMPOSES AND ENFORCES MEANINGFUL FINANCIAL PENALTIES FOR ALL VIOLATIONS.
My name is Matthew Grubesic. My 40-year career in finance and economics began as a runner at the Chicago Board of Trade and eventually led me into trading, mortgage banking, and economics. I spent decades watching markets, institutions, and government policies shape the financial lives of ordinary Americans. What I witnessed ultimately led me to earn my degree in Economics from UCCS and to co-author Boom and Bust: Killing the American Dream—a book examining how government policies and powerful institutions have undermined the economic freedom and opportunities that generations of Americans worked so hard to build.
But long before writing that book, my wife Lisa and I made a decision that changed our lives.
In 2002, we loaded the wagons and moved our family to Colorado Springs.
We raised our three daughters here. We fell in love with the clean air, open spaces, quiet neighborhoods, mountain views, and sense of community. El Paso County offered something increasingly difficult to find—a peaceful place where families could put down roots, work hard, raise their children, and enjoy the Colorado way of life.
El Paso County gave our family a wonderful place to call home. Now I believe it is our responsibility to protect it.
Over the past decade, I have watched that quality of life steadily eroded by high-density, poorly planned growth. Roads have become more congested. Open land has disappeared. Pressure on our water, infrastructure, police, fire, and emergency services continues to grow. And too often, the residents who must live with the consequences are treated as an afterthought.
For more than 10 years, I have stood at the podium and spoken out against policies that put development interests ahead of residents. I have watched citizens research issues, attend hearings, raise legitimate concerns about traffic, water, public safety, neighborhood character, and property rights—and still struggle to be heard. The process itself tells the story. Residents may receive three minutes, or shockingly 90 seconds, at a microphone while developers and their representatives have extensive opportunities to make their case.
Over the past four years, approximately 360 development and zoning applications have been approved while only two were denied.
At some point, we have to ask: Who is government supposed to represent?
Residents deserve more than 90 seconds at a podium. They deserve a voice at the table.
That is why I am running for El Paso County Commissioner, District 1.
I believe property rights matter. Families make the largest investments of their lives based on the communities and zoning that surround their homes. Long-standing zoning establishes reasonable expectations about how neighboring property can be used. Those expectations should not be casually discarded simply because someone wants greater density or a more profitable development.
I also believe water is the elixir of life. In Colorado, every drop is precious. Growth that cannot be supported by sustainable water, adequate roads, infrastructure, and emergency services is not responsible growth.
I am not opposed to growth. I support responsible growth and strategic economic development that strengthens our economy while respecting the people who already live here. Growth should complement our communities—not overwhelm them.
Public safety must come first. Property rights must be respected. Our water must be protected. Quiet communities and open spaces have value. And government must once again remember that its first responsibility is to the people it represents.
This November, District 1 has a choice.
We can accept another four years of the status quo, or we can elect a Commissioner willing to ask difficult questions, challenge bad decisions, and stand up for residents when it matters.
I am one of you—not one of them.
El Paso County is worth saving. Our property rights, our public safety, our water, and our way of life are worth protecting.
I will fight for the residents who call this beautiful place home.
